CAMERON’S ENGLISH VOTES CHESS MOVE PUTS MILIBAND AND CLEGG IN EVEL CHECK

David Cameron’s speech today at the Conservative Conference in Birmingham was interesting for all those concerned with the English Question. At last a section of the British Political Establishment, which for the last 15 years has been happy to see English concerns about England’s rights dismissed, came out with a proposal which partly addressed the democratic representational part of the English Question.

The English Democrats welcome David Cameron’s English repositioning. David Cameron infamously told Andrew Marr that he would not change the unfair Barnett Formula which gives over £1600 extra to the average man, woman and child in Scotland compared to those in England (or £6,600 more to the average family). He said that his attitude was because “I’m a Cameron (and) there is quite a lot of Scottish blood flowing through these veins.”

EVEL may be a very little move which constitutionally speaking is unlikely to work very well. Significantly it only starts to answer the least important part (representation) of the English question because it does nothing about providing an English First Minister or Government for all the English only departments which are currently controlled exclusively from the British legislature at Westminster.

Robin Tilbrook, the Chairman of the English Democrats said:- “I welcome the fact that even a politician as hostile to English national feelings, as Dave Donald Cameron, who infamously said previously he would not even encourage English people to celebrate St George’s Day since he wanted to be the “Prime Minister of Great Britain and not just England” and who said he would “fight the little Englanders wherever he found them”. Even he has nevertheless been driven by however unworthy motives of political careerism to partially address the English Question.”

Robin, who is a senior litigation Solicitor with extensive experience of Constitutional Law, continued:- “The English Democrats are confident that, as a solution, English votes for English laws will not work for the reasons set out below in the annex to this press release, nevertheless David Cameron’s move will start a dynamic process in which we hope that the British Establishment’s united hostility to England and their attempts to break England up into “Regions” will be ultimately check-mated.”

“David Cameron is a spinner not a conviction politician and his interest in making this move is entirely as part of the political chess game within the Westminster elite.”

“David Cameron has done this not because he has any genuine conviction about the need to improve English democracy, but as a canny chess move to put Ed Miliband and Nick Clegg into political check. The legislative process will require their Parties to either come out in favour of this move which will damage their Party position in the House of Commons or to oppose it risking a significant political backlash from the 60.4% or 32 million adults in England that identified themselves in the 2011 Census as being English only and not British.”

English Votes for English Laws (“EVEL”) is a Westminster focussed political gimmick not a constitutionally valid solution to the “English Question” and cannot work for the following reasons:-

1. If EVEL is introduced without legislation it would probably be merely a procedural Convention, without the force of law. It is much easier for politicians to change Conventions than to repeal Acts of Parliament.

2. EVEL does not address who governs England (The English Question) and would lead to a situation whereby a non-English Minister could propose legislation but be unable to speak or vote in support of it. The Prime Minister (“PM”) appoints Ministers for English Departments. These appointees may be, and have been, from parts of the UK that are devolved and such Ministers are thus unaccountable to those whom their policies and actions affect. Similarly a PM can, and has had, control of all English matters even though they do not affect his own constituents.

3. EVEL does not address the issue of who scrutinises and revises laws for England. Uniquely in the UK it is only English domestic law that is passed to the House of Lords, many of the members of which are not from England.

4. (As in 1964) EVEL will create problems if a government is elected without a majority in England, in any such case the UK government would find it very difficult to pass legislation on matters that only affect England and would be impelled to break the EVEL Convention.

5. EVEL will not provide a voice for England either with regard to “Reserved matters” concerning, for instance, the distribution within the UK of Treasury funds nor in international fora such as the British/Irish Council or the EU. In contrast, each of the devolved administrations has both UK Secretaries of State and also Ministers within the devolved Executives to champion the interests of their citizens in these meetings and to influence the outcomes in their own countries’ favour.

6. All Members of Parliament (“MPs”) at Westminster should be elected equally across the UK to represent their constituents in the UK Parliament. EVEL will create two classes of MPs in Westminster. However since devolution Westminster MPs do not equally represent their constituents in all matters as they should do. There are now two categories of MP with reference to devolved matters; accountable and unaccountable. Some are accountable to the electorate that voted for them in all matters and some are not, namely those that have the power to debate and vote on English matters that do not concern their constituents.

7. EVEL is an unequal and short-term fix for a long-term problem. The constitution of the United Kingdom was unbalanced by Devolution and only a rational, coherent and logically defensible Federal system can realistically be expected to halt the slide towards the dissolution of the UK.

Constitutionally there is no power to make such promises because no Parliament can bind its successors. 

The promise to retain the Barnett Formula is shamelessly at the expense of England which loses £49 billion per year by the Barnett Formula. 

Having different tax regimes in different parts of the UK (Wales and N Ireland will surely demand the same) will set one part of the UK against another. That is a recipe for perpetual conflict. The same would apply between English regions if the Westminster elite manages to break up England.

WESTMINSTER’S three main party leaders have signed up to a historic joint statement that was demanded by the Daily Record on behalf of the people of Scotland.

The joint statement also rubbishes claims from the SNP that the Barnett Formula for calculating Scotland’s budget could be changed to leave Scots less money for public services.
It pledges: “Because of the continuation of the Barnett allocation for resources, and the powers of the Scottish Parliament to raise revenue, we can state categorically that the final say on how much is spent on the NHS will be a matter for the Scottish Parliament.”
Last night, Brown said more powers for Scotland are now “locked in” to a No vote on Thursday .

“Not even the most ardent and optimistic nationalist would claim that there is an overwhelming majority for separation, as there was for devolution.
“I believe that there is, however, a programme of change that can bring the people of Scotland together.
“I sense that people want change that can unite Scotland, rather than divide Scotland.
“They want to know that a No vote does not mean no change and instead seek guarantees of change, locked in and clear assurances that from September 19, the pace of change will not stall but speed up.
“But they want a promise of change they can trust – without the risks and uncertainties of an irreversible separation. I believe they are saying to us, ‘Give us the guarantees of change and with
these guarantees, we can vote for a strong Scottish Parliament within the UK’.
“We have heard important statements in Glasgow on Friday by Ed Miliband and Scottish Labour Party leader Johann Lamont and in Aberdeen by the Prime Minister.
“I believe that tonight, having listened to what the pro-devolution parties are saying, we can give these guarantees, that lock in change that is better, faster, fairer and safer than anything the SNP can offer through independence.
“So let us lock in three guarantees that will deliver the best deal for a stronger Scottish Parliament
within the United Kingdom. The guarantees that we now have pave the way to the future – a great
Scotland as a driving, successful and vibrant nation playing its full part in Great Britain.
“I believe what I am saying locks in a period of constitutional improvement and progress in preference to the risk-laden and dangerous change offered from an irreversible separation from which there is no going back.” Cameron backed the timetable for more powers in an emotional speech in Aberdeen yesterday .
He told more than 800 party members and activists that the UK is not a “perfect country” and pledged to change it.
The PM added: “The question is, how do you get that change?
“For me it’s simple. You don’t get the change you want by ripping your country apart. You don’t get change by undermining your economy and damaging your businesses and diminishing your place in the world.”
Cameron said the plans outlined by the pro-UK parties amounted to “real, concrete” change.
He added: “The status quo is gone. This campaign has swept it away. There is no going back to the way things were. A vote for No means real change.
“We have spelled that change out in practical terms, with a plan and a process.
“If we get a No vote, that will trigger a major, unprecedented programme of devolution, with additional powers for the Scottish Parliament – major new powers over tax, spending and welfare services.
“We have agreed a timetable for that stronger Scottish Parliament – a timetable to bring in the new powers that will go ahead if there is a No vote. A White Paper by November, put into draft legislation by January.
“This is a timetable that is now agreed by all the main political parties and set in stone and I am prepared to work with all the main parties to deliver this during 2015.
“So a No vote means faster, fairer, safer and better change.”
Cameron seemed close to tears as he made a direct appeal to Scots to vote No. He admitted that many people might be tempted by a Yes vote just to get rid of his Government. But he warned Scots not to “mix up the temporary and the permanent”.
With his voice breaking, Cameron added: “Don’t think, ‘I’m frustrated with politics right now, so I’ll walk out the door and never come back’.
“If you don’t like me, I won’t be here forever. If you don’t like this Government, it won’t last forever. But if you leave the UK – that will be forever.
“The different parts of the UK don’t always see eye-to-eye. Yes, we need change and we will deliver it.
“But to get that change, to get a brighter future, we don’t need to tear our country apart.”
He asked Scots to consider what would provide the best future for them and their family when they cast their vote.
Cameron said: “As you stand in the stillness of the polling booth, I hope you will ask yourself this – will my family and I truly be better off by going it alone? Will we really be more safe and secure?
“‘Do I really want to turn my back on the rest of Britain and why is it that so many people across the world are asking, ‘Why would Scotland want to do that? Why?’
“And if you don’t know the answer to these questions – then vote No.”

New powers for the Scottish Parliament.

Holyrood will be strengthened with extensive new powers, on a timetable beginning on September 19, with legislation in 2015.

The Scottish Parliament will be a permanent and irreversible part of the British constitution.

Guarantee Two
The guarantee of fairness to Scotland.

The guarantee that the modern purpose of the Union is to ensure opportunity and security by pooling and sharing our resources equitably for our defence, prosperity and the social and economic welfare of every citizen, including through UK pensions and UK funding of healthcare.

Guarantee Three

The power to spend more on the NHS if that is Scottish people’s will.

The guarantee that with the continued Barnett allocation, based on need and with the power to raise its own funds, the final decisions on spending on public services in Scotland, including on the NHS, will be made by the Scottish Parliament.

The Scottish Parliament will have the last word on how much is spent on health. It will have the power to keep the NHS in public hands and the capacity to protect it.

England can’t speak up for its interests

The spectre of over population is already a stark reality for England’s inhabitants.

Due to the so-called UK government’s crass NPPF (National Planning Policy Framework) subservient English councils and JCS bodies, bullied by Westminster, are destroying our countryside.

Westminster and its self-seeking UK parties, due to 1999’s devolution, have no political authority outside of England in local government, so it can only desecrate England’s countryside.

The Office of National Statistics (ONS) predicts “that if immigration and population trends continue as they are the UK population will be 132 million by 2100” with England’s population, being 85 per cent of that in the UK, rising to 111 million.

England’s current 53 million people generate a density of 407 people per square kilometre (ppsk) making it already the third most densely populated country on earth after Bangladesh and South Korea – this density will rise to 850 ppsk with 111 million people.

Immigration, an issue of “numbers”, is England’s greatest concern for over 95 per cent of immigrants, purported to come to the UK by Westminster, actually come to England.

Immigration debates on BBC Question Time are elementary and always end in a squabble over racism when the real issue is “numbers” yet no politician says the obvious “we have too many people in England”.

Preposterously the only conclusion they ever reach is to “to build 300,000 houses annually (in England) each year for next ten years – when England is already Europe’s “Bangladesh”. If France had a density of 407 ppsk its population now would be over 200 million and not the current 65 million.

Typical current “ppsk” densities in European countries are Germany 231, France 120, Italy 202, Spain 94 etc yet all face similar ageing, demographic problems.

However, like all proper democracies, they have national governments who protect their national interests – not so in England for we have no “national” governance.

Surveys show over 80 per cent of England’s inhabitants rightly say their country is already full and a density of 400 ppsk must now be a maximum for a sane stable and sustainable environment – England is already facing the spectre of over population.

Westminster and its remote self-indulging UK parties are not building “Jerusalem” in England’s green and pleasant land, they are erasing it.

UK citizens are ravaged by EU


Greg Heathcliffe, Ukip spokesman ( Western Daily Press Letters, June 25) tells us Ukip’s aim is “to protect the UK” within the EU.

He may not have noticed but it is the country and people of England that are being financially and politically ravaged under the “UK member state” banner – whilst the other UK countries are beneficiaries of the EU. The UK ceased to be a single political entity in 1999 due to the advent of devolution a fundamental constitutional change that bestowed self-governance on Scotland Wales and Northern Ireland only.

As such the so-called UK is the most incongruous and illogical member state in the EU. For unlike the other 27 member states which are countries and nations in their own right, the UK is neither, it being a mere union of countries and nations. Formed in 1922 by the union of Great Britain and Northern Ireland the now UK, as a member state in the EU, is effectively a union of a union in a union. The mind boggles.

UK’s devolved governments are wedded to the EU and promote their own so-called national interests therein whilst an isolated England has been rendered anonymous by the UK and EU status quo. England’s taxpayers, via borrowing, fund the whole of the UK’s annual £20 billion contribution to the EU yet near all £8 billion returned to the UK (2006 – 2013) went to devolved governments.

EU directives are directed at member state government, that is, Westminster, so they all affect England whilst devolved governments are left relatively immune to EU’s destruction.

There are 23 national member states who have far lower populations than England, even minnow Cyprus, but each has more influence in EU than England which, effectively, has none. So though being UK’s major country, paying the bills and electing over 80 per cent of so-called UK MEPs, it is England’s people who suffer financial and political subjugation under the UK member state.

For England’s 64 MEPs, affiliated to the so-called three main UK parties or Ukip, put UK interests first before that of their country and its people who elect and pay them.

By contrast Scotland, Wales and Northern Ireland, being national EU regions, are championed in EU by 14 MEPs affiliated to their own national Labour, Tory, Lib-Dem or nationalist parties. England is the only country devoid of national political party representation in the EU as well as in Westminster yet these parasitic UK parties owe England’s electorate big time.

England, by population (53 million) and funding, should be a significant member state in its own right, not just the paying appendage of member state UK .

If Ukip wants out it should do a Scotland and campaign for England’s independence from the UK which, if achieved, brings expulsion from the EU. Job done.

At (the 23rd June 2014) event, Nigel Farage … spoke at the Institute for Government on the role of the state and how (UKIP) would run a government.

Mr Farage opened by acknowledging that …. UKIP was highly unlikely to form the next government (but he claimed) it would be in a position to affect other parties’ manifestos and may even gain some MPs at the next general election. Its view on the role of government was, he said, potentially very important.

The Independence campaign has moved on and up, now  that one of the leading English intellectuals, Prof Roger Scruton, has come out for English Independence.

“In all the complex changes leading to the Scottish bid for independence the English have never been consulted. The process has been conducted as though we had no right to an opinion in the matter. It was all about Scotland and how to respond to Scottish nationalism.

As an Englishman I naturally ask why my interests in the matter have never been taken in to account. When the Czechs and Slovaks achieved their amicable divorce it was by mutual agreement between elected politicians. What is so different about Scotland that it decides everything for itself.

The Union of England and Scotland was formerly declared in the Act of Union in 1707 but it had been an emerging reality throughout the preceding century. In the conditions and conflicts of those days it was impossible for the two nations to regard themselves as fundamentally distinct. They shared an island, a religion, a language and a Monarch and both had its vows to the protestant cause. It is true there was a border between them and things one side of the border were not always replicated on the other. Scots law remains a separate system from the English. Styles of dress, architecture, popular entertainment and speech were for a long time quite distinct, in part because of the striking difference in climate and since the Reformation organised religion has taken a very different form in the two countries. The lowland Scots opting for the Calvinist and Presbyterian version and remaining largely hostile to the elaborate episcopal offices that appeal to the English. But the differences were less important than the history and geography that held the two nations together. It is true that the Union was resented by the Highlanders, many of whom had retained their Catholic faith, their Gallic language and their loyalty to the deposed Stuart Kings. The cruel suppression of the Jacobite rebellions, the forbidding of the tartan, the persecution of the Catholics and the expulsion of the crofters from their homes, all these things are well known and don’t cast credit, either on the English or on the Lowlanders, who principally benefitted from the Union.

Nevertheless during the years of Empire building merchants from both countries combined to reap the benefits of British naval power and to explore the far corners of the earth in search of profit and in their wake they brought the imperial government that they shared. Moreover empire building had to be backed up by military force. The Napoleonic wars sealed the Union between the Scots and the English who happily adopted Great Britain as the name of their united country.

Neither people could have survived the wars of the 20th Century had they not fought side by side and with total commitment to the Union. As a result of those wars however, the Empire was lost and an entirely new political landscape emerged from beneath the smoke. It is no longer possible for us to see the Union as it was seen throughout the course of the 19th Century as something natural and unquestionable. The enterprise that joined us has vanished. So too we hope have the military threats. Each nation is, for the time-being at least, wrapped in its own internal problems.

It can be said that the Scots are still reeling from the effect of Margaret Thatcher’s radical economic policies and her introduction of the Poll Tax. They are bound to ask themselves whether they have had a fair share of the prosperity that is visible nearly everywhere in the south of England and the English tend to blame the migrations that threaten to overwhelm them on a succession of Labour Governments by allowing mass immigration into England and refusing to confront the European Union’s commitment to the free movement of peoples.

The Governments of Blair and Brown seriously undermined the English sense of identity. At the same time through the creation of a Scottish Parliament they gave a new identity to the Scots. The effect of the Scottish Parliament however, was not only to ensure the Scots would govern themselves, but also to make it more likely that they would continue to govern the English. The Labour Party did not want to lose those Scottish MPs, since it was thanks to them and the Scottish vote that the Labour Party had achieved such a large majority in Westminster. Scots were disproportionately represented in the cabinets of both Blair and Brown. Tony Blair owed his position in the Labour hierarchy in part to the networks that had grown in that country. Elections to the Scottish Parliament showed that the Scots had shifted their allegiance from Labour to the SNP, but they still want the English to be governed by the Labour Party. Hence they vote to place Labour politicians, who they don’t particularly want at home, in Westminster.

As a result of this the English, who have voted Conservative more often than Labour in all post-war elections have to accept a block vote of Labour Members of Parliament sent to Westminster by the Scots. The process that brought this about was one which the Scots themselves were given the final say in a referendum from which the English were excluded. In other words the process of devolution has an air of gerrymandering. The effect of which has been to secure a Labour bias in the Westminster Parliament while allowing the Scots to govern themselves in whatever way they choose. And the process continues. In response to Alex Salmond’s bid for independence the people of Scotland have been granted another referendum, but again the people of England have been deprived of a say. Why is this? Are we part of the Union or not? Or are the politicians afraid that we would vote the wrong way? And what is the wrong way? What way should we English vote, given that the present arrangement gives two votes to the Scots for every vote given to the English. Should we not vote for our independence given that we risk being governed from a country that already regulates its own affairs and has no clear commitment to ours?

The Scottish economy is subsidised by the English, but this does not mean that England would be better off without Scotland. You give subsidies to your dependents because you depend on them. Subsidies are also investments which have returns in the long run but they more than justify the cost. On the other hand it could be that the Scottish economy has suffered from the Union overall. Boswell attributes to Dr Johnson the remark that “the noblest prospect that a Scotsman ever sees is the high road that leads him to England”. Johnson’s purpose was to ridicule the romantic adulation of the Scottish landscape which was all the rage at the time, except perhaps among those that have to live there. But he touched without intending it on the principle cause of Scotland’s economic problems which is the loss of human capital. Educated Scots have constantly taken Dr Johnson’s high road to England, carrying with them their knowledge and their energy and investing it outside the borders of their homeland. In just the way that the EU is syphoning away the young middle class from Poland and the Czech Republic so that our union served to deprive the Scots of some of the people that their economy most needs.

The security that we have enjoyed in Europe since the collapse of the Soviet Union has brought with it a certain complacency in the matter of Defence. During the Cold War the Scottish land mass was absolutely fundamental to our strategy and our nuclear deterrent is housed in Scottish waters. And the Scottish air bases were constantly called upon to deter Soviet violations in our air space. Scottish regiments are at the forefront of our campaigns today and without them we would be much less capable of defending ourselves in a serious crisis.

In my opinion defence is the sole reason for thinking that the break-up of the Union might be bad for both our countries. The Union would have to replaced by a strong and committed alliance but I think this would happen just as the colonial administration of America transformed itself in time into the Western Alliance which brings the British and the Americans together and fighting side by side in every major crisis.

Suppose then we English were finally allowed a say in the matter. Which way would I vote? I have no doubt about it. I would vote for English independence as a step towards strengthening the friendship between our countries. It was thanks to independence that the Americans were able at last to confess to their attachment to the old country and to come to our aid in two World Wars. Independence is what real friendship requires and the same is true for those like the Scots and English who live side by side.”

A slightly late Christmas present from Wales?

Here is a small but slightly late Christmas present from Wales for all those who have been campaigning for the English nation to be treated equally to the more favoured nations of the ‘UK’ like the Scottish and the Welsh. We therefore have long been ignored and derided by the British Establishment which denies our right to a Parliament, First Minister and Government for England with at least the same powers as the Scottish ones.

Here however we have a report in the Independent about an interview and a thoughtful speech by Carwyn Jones, the Labourite First Minister of Wales and therefore the leading Welsh political figure. In the interview and speech he acknowledged two things of great importance to any English patriot:-

1) There is virtually no popular demand nor popular support for breaking up England into “Regions”; and

2) the only realistic constitutional option for representing England within a federal ‘UK’ would be an English Parliament with an English First Minister and Government.

The thrust of Carwyn Jones’ speech is also that the UK itself must be drastically reformed with a much diminished role for Westminster and Whitehall.

I would agree with these arguments if I was a Welshman and thus benefitted from the Barnett Formula and therefore it is my countrymen that were getting more taxpayers’ money spent on them than an equivalent Englishman with equal needs.

However as I am an Englishman I can’t help but notice that this extra money comes from English taxpayers and is being spent unfairly in a way that is against the interests of ordinary English people and also of the English nation.

The simplest way out of the constitutional conundrum that Carwyn Jones is addressing is Independence and the liquidation of the Bankrupt ‘UK’. That way each nation will have to live with its own means and we English will be free to spend our nation’s money on ourselves. We will also be a newly reborn nation state and therefore not a signatory to the EU treaties and so will be automatically out of the EU. This is a result which would please the vast majority of English patriots – but not Mr Carwyn Jones!

Britain should permanently grant major new powers to the devolved governments in Cardiff and Edinburgh, bringing an end to Parliamentary sovereignty in Westminster no matter what the result of the Scottish independence referendum, the First Minister of Wales has said.

Carwyn Jones said the current constitutional arrangements were no longer functioning and the UK must continue down the road to becoming a federal nation in 2014.

In an interview with The Independent, the former barrister, who has led the Welsh Labour government since 2009, said: “Whatever happens after the referendum in Scotland there will need to be change because the UK’s constitution has come to the end of its ability to deal with devolution, to imbed devolution and clarify what each level of Government does.”

He added: “I think it’s simply a question of putting in place a constitution where it is understood what the different levels of government do. Does that mean the end of Parliamentary sovereignty? Well I’m afraid it does.”

Mr Jones, who opposes Scottish independence, said that a yes vote would also lead to problems for the remaining parts of the UK. He cautioned that if Alex Salmond’s SNP party wins the argument for independence in September’s referendum, the rest of Britain faces being overshadowed even more by a too-powerful England.

“The UK could not carry on as it is with England, Wales and Northern Ireland,” he said. “There would have to be a fundamental rethink of the balance of the constitution. You have three nations, one of which had 92 per cent of the population. That would need to be addressed.”

Speaking in the Senedd, which is home to the 60 members of the Welsh Assembly, Mr Jones said that Wales could not be treated as “second class” compared to Scotland – an argument that seems compelling when heard in view of the economic revival that has come to the Welsh capital.

Should Scotland choose independence, however, the outlook for Wales is uncertain. “We lose an ally and a friend in terms of the balance of the UK and being able to work together on a common path way when we need to.”

Mr Jones has found himself pressed into service for the campaign in Scotland to reject independence – or Project Fear as it has been dubbed by nationalists. He has also enraged Mr Salmond by threatening to veto his hopes of keeping the pound should the countries go their separate ways in September.

On the prospect of an independent Scotland remaining in a currency union, Mr Jones said: “It is bound to affect Wales when we have a situation when in order to take action in terms of monetary policy it has to be an agreement between at least two governments. That is just a recipe for dithering as far as I can see and that’s going to affect people in Wales.”

However, a spokesman for the “yes” campaign in Scotland claimed tonight that a yes vote would help Wales.

“A Yes vote next year will complete Scotland’s home-rule journey, but it will also benefit the rest of the UK – including Wales – by helping to redress the huge economic imbalances currently in favour of London and the South-east of England.

“Wales, Northern Ireland and the English regions, which currently lose out because of this over-concentration in one part of the UK, can therefore share in the benefits of a Yes vote for Scotland next year.”

Mr Jones’s opposition to Scottish independence has created an unlikely alliance between Welsh Labour and the Coalition – but he hinted that the vote to keep the union could be put in jeopardy by politicians “coming from London to tell the people of Scotland what to do”.

He said as a Welshman he had a unique contribution to make to the debate. “It was important to introduce a fellow Celtic perspective in that regard. This is not simply about Scotland versus England, this is about the effect on other constituent nations of the UK as well,” he said.

Unlike Scotland, Wales enjoys only conferred powers – “graciously given” by Westminster, Mr Jones said. This has to change, he added. “We need certainly the understanding that the fact in law that Westminster could abolish the Scottish Parliament or the Welsh Assembly without even a referendum has to go. It’s a theoretical possibility, I know that. That can’t possibly be right, the fact that the Secretary of State for Wales has the right to veto Assembly bills is not the sign of a mature relationship in the 21st century. That has to go,” he said.

Mr Jones also rejected the Coalition’s offer to vary income tax in Wales until the country’s £300m shortfall in Westminster funding through the Barnett formula is addressed.

He said that a future Cardiff government with greater powers could, however, tax resource and energy companies such as those engaged in fracking or coal-bed methane extraction.

“There is a fundamental emotional issue here for us and that is we need to have proper control over our resources to create jobs in Wales. We don’t have that at the moment,” he said – hinting that while he does not want Wales to itself become independent, more devolved economic powers are needed.

Although he said he did not detect support for English regional assemblies, Mr Jones believes the prospect of an English parliament remained the “elephant in the room” in the constitutional debate.

While the the Welsh economy is growing faster than anywhere else except the South-east and North-west of England, Mr Jones has faced a battering from opponents over the state of public services.

Wales has eschewed free schools, academies and league tables but recent international comparisons revealed the country had fallen behind the rest of the UK in educational achievement, and its teenagers appear to be slipping down the table against other developed countries. In addition, patients in Wales must wait longer than fellow citizens of the UK to be transferred from an ambulance to an A&E department.

Support for devolution in Wales is now higher than it was at the time of the 1997 referendum, when barely half the population voted in favour. Now only 12 per cent want to abolish it, although apathy seems to prevail, with fewer than four in 10 voters turning out for a 2011 referendum on more law-making powers for the Welsh Assembly.

Meanwhile the fight to win the argument over Scottish independence will continue with Carwyn Jones likely to take an increasingly high-profile role.
