GOVT MIS-USING POLICE COMMISSIONER ELECTION FUNDS for EU PROPAGANDA


The Cabinet Office refused to spend what they claimed was £9 million on an information booklet for the Police Commissioner Elections which was recommended by the Electoral Commission, but instead it is set to waste £9 million on a booklet of propaganda for the European Union about which the Electoral Commission has stated as:- “We don’t think the government should have done it, but it’s not illegal,” and that:- “Electoral Commission recommended that the Government should conduct no taxpayer funded advertising”.

Robin Tilbrook, the Chairman of the English Democrats said that:- “In September 2015 I wrote to ask the Government to do a Mayoral style booklet for the Police and Crime Commissioner Elections and wrote that:-

“the Government has neglected to properly consider and apply the Electoral Commission’s conclusions in their report dated March 2013 that there must be a Mayoral style booklet delivered to each elector. Please could you let me know what you are proposing to do to sort out this mess?”

On the 29th February 2016 David O’Gorman of the Cabinet Office’s Elections Division replied to me stating that despite:-

“the Electoral Commission’s recommendation to provide printed booklets of candidate election addresses … there are no plans to provide the booklets to all eligible households in May 2016, given it is estimated that to do so would cost up to £9m.”

Robin Tilbrook continued:- “So it is now crystal clear that this is a government which refused to spend £9 million on a Mayoral style booklet which was recommended by the Electoral Commission to enable the Police Commissioner elections to be conducted fairly. Instead it is determined misuse that £9 million to try to unfairly skew the results of the EU referendum. This is directly against the Electoral Commission’s advice. This is a striking illustration of the rottenness at the heart of the British Government and, as the old saying goes:- “A fish rots from its head”!”

I recently went to an election planning meeting at the Cabinet Office, No. 70 Whitehall, which, as you see from the picture, has a grand classical frontage onto what is after all one of the grandest streets anywhere in the world. Once you get to the doorway you are quickly struck by what a sham the façade is. You are greeted by security people who, with their high vis jackets and scruffy dark uniforms, look no smarter than municipal car park attendants.

Once into the building you discover that the original interior has been largely gutted and replaced, clearly at vast expense, with modern office accommodation, but laid out like a maze with even bridges going over the roof of old buildings, with courtyards enclosed and roofed over with bomb proof glass. So just like our whole government system we have a glorious façade and inside we have a highly expensive muddle of meeting rooms, committees, offices, corridor and lifts, none of which are coherently planned or even efficient. Both with the Cabinet Office building and with Government generally we have neither the grandeur of the original interior of the building, nor the efficiency of a wholly new structure.

During the course of our meeting to discuss election planning for the coming General Election, one party’s delegate pointed out that many returning officers were breaking the law in the way they compile the electoral roll. which is part of the muddle of an electoral system that we have got, where there is no-one overall in charge and the returning officers are often able to get away with their own illegal practices, which particularly matters when the returning officers are partisan like in many of the Labour one party state areas of the country.

In response to this I suggested that the Cabinet Office might wish to “fire a shot across their bows”. The remark was met with hushed shock that government would show any such firmness of action. The senior civil servant present said “No they would only be politely reminded of their legal duty”!

The façade of the building which is a remnant of the days of Empire is wholly at variance with the thinking of those that work in the building!

The senior civil servant concerned also certainly did not match the public’s outdated view of what a senior civil servant looks like. Not at all Sir Humphrey, but indeed a somewhat unkempt beard and hair, scruffy un-ironed shirt with shirt neck button undone, sleeves casually half rolled up and tie askew. But there we all were in a room overlooking our greatest imperial era parade ground at Horse Guards!

ASTONISHING NEGLIGENCE IN UK GOVERNMENT NOT PLANNING OR PREPARING FOR POTENTIAL SCOTTISH INDEPENDENCE

English Nationalists have obtained the results of a Freedom of Information Act request which shows astonishing negligence and incompetence by the British Government.
Here are the key quotations:-
“the UK Government… is not planning or preparing for potential Scottish independence.”
“the UK Government has said that there can be no ‘pre-negotiations’ on what the terms of independence might be before the referendum takes place.”
“Unless people in Scotland decide that they no longer want to be part of the United Kingdom, the UK Government will not take any action that requires it to exclude Scotland and act only in the interests of England, Wales and Northern Ireland”.

The UK Government has, of course, no mandate to represent England, nor has it sought any Legal Advice on the internal constitutional implications for Scottish Independence. The only Legal Advice that it has sought relates solely and is expressly limited to the International Law ramifications. 

It is a basic legal and constitutional point that if the United Kingdom of Great Britain is dissolved by the repeal of the Act of Union of 1707, the resultant revived “Kingdom of England” will not automatically be in union with Northern Ireland.

Robin Tilbrook said:- “ The British Government’s attitude is astonishingly complacent and negligent in failing to make any effort to plan or to prepare for potential Scottish Independence at a time when many non-partisan commentators are acknowledging that the result of the Scottish Referendum is “too close to call”.
“Not only has the British Government failed to make such obviously necessary preparations, but it has also expressly ruled out any pre-negotiations on the terms of independence before the matter is placed in a referendum before the Scottish people. Any Government that had a real commitment to genuine democracy would have made sure that the terms on offer were clear before a Referendum proceeded.”
“The British Government also talks about it acting afterwards in the interests of “England, Wales and Northern Ireland” in the event of a “Yes” vote for Scottish independence, but in fact it will have no mandate to do so. ”
“In the event of a Yes vote for Scottish Independence the English Democrats call for the interests of England to be represented by an English-only negotiating team and similarly for Wales and Northern Ireland to be so represented by their own negotiating teams and not by the ci-devant British Government!”
